The AI Democracy Forum is guided by a governance structure designed to ensure intellectual seriousness, independence and accountability, combining the credibility of a public-interest forum with the discipline of a well-run institution.
Leadership
Louis Loizou
Louis is the co-founder and chief executive officer of IVORI Lab, an artificial intelligence research and product laboratory established at the Oxford University Incubator and funded by UKRI’s STFC Hartree Centre.
IVORI is building a new class of foundational AI model: the Decision World Model, trained to model how consequential decisions unfold at civilisational scale.
Louis believes artificial intelligence must move beyond systems that possess capability toward systems that understand a changing world, form judgment under uncertainty and act with purpose.
Beyond IVORI Lab, he co-chairs the AI Democracy Forum, following its inaugural session at the House of Commons.
An alumnus of Christ Church, Oxford, and a Chevening Scholar, he is a regular contributor to The Economist’s World Ahead.
Doros Partasides
Doros Partasides was born in Cyprus in 1944 and joined the Cyprus Broadcasting Corporation (CyBC) in 1966. In 1974, Doros moved with his family to Britain and settled in London, where he continued to work as a London correspondent for CyBC.
He gained a scholarship for a postgraduate diploma in Film and Television at the Royal College of Art in London in 1971. Following his studies, he went on to produce some of Cyprus’s most important historical documentaries. He also worked on several documentaries for Channel 4, most notably The Green Line, Unemployment by the Unemployed and Between Two Cultures.
Portrait photography soon became his specialism, as he enjoyed the candid emotions he could draw from his subjects. He produced several photographic books, including Rebecca is a Cypriot and The Portraits of Makarios. The pictures in Faces of Cyprus are the result of a lifetime’s work. His photographs appear regularly in the British and European press, including The Observer, The Guardian and The Sunday Times.
Throughout his career as a journalist, he has interviewed heads of state, cultural icons and technology leaders such as Tony Blair, David Hockney and Demis Hassabis.
Doros is a member of the Foreign Press Association and the Association of European Journalists (UK Branch).
Strategic oversight
The Steering Committee guides the long-term direction of the Forum, supports the integrity of its mission and helps ensure that major initiatives remain aligned with its public-interest purpose.

The Steering Committee provides strategic oversight of the Forum.

The Evaluation Committee
The Evaluation Committee reviews competition entries and upholds the intellectual standards of the Forum’s awards, ensuring that entries are judged fairly, consistently and according to published criteria across the essay competition, the Applied Mathematics Challenge and the Engineering for Society Challenge.

Role separation
To preserve fairness and independence, the Forum distinguishes between strategic oversight and evaluation. The Steering Committee focuses on mission, direction and institutional oversight; the Evaluation Committee focuses on competition review and awards. Where appropriate, working groups or guest judges may be appointed for specific initiatives.
Appointment and terms
Committee members are appointed by the Forum for fixed or project-based terms, on the basis of expertise, judgement, integrity, commitment to the Forum’s mission and the ability to contribute constructively and independently. Membership is refreshed periodically to balance continuity, diversity and perspective.
Conflicts of interest
All committee members declare any actual or potential conflicts of interest. Where a conflict exists, the member concerned may be asked to recuse themselves from discussion or decision-making, especially in competition judging, prize selection and partner evaluation.
Transparency
The Forum aims to be transparent about its governance while maintaining appropriate discretion. Where relevant, it may publish committee membership, terms of reference, judging criteria, selection principles and annual highlights.
